For any nation to have a standing regular army it must engage in regular conflict - or have no trained troops. To have soldiers requires continual mass murder - at least once every five years. Every empire accepts this as the norm.
Thus the warrior caste perpetuates itself in an endless feedback loop - until we turn our swords into more useful implements and declare the production and possession of the weapons that kill as inimical to life.
One of the few things agreed to by almost every nation on planet Earth is that education should be free and universally accessible. This right is enshrined in domestic law by most nations as well - it's wise to learn what you rights actually are.
In Australia (for instance) and most other places the Universal Declaration of Human Rights is a definitive guideline to what is legally required of governments to safeguard their citizens.
